
The Hutchins Center on Fiscal & Monetary Policy at Brookings provides independent, non-partisan analysis of fiscal and monetary policy issues to enhance the quality and effectiveness of these policies and to further public understanding.
The Center was established to address two gaps in the public policy debate: first, the bulk of research on monetary policy is conducted within central banks for policy-making purposes, necessitating an independent forum for systematic research and public debate. Second, the Center aims to improve the quality of fiscal debate in the U.S. and to clarify important but poorly understood issues at the intersection of fiscal and monetary policy.
The Hutchins Center on Fiscal and Monetary Policy at the Brookings Institution celebrated its 10th anniversary in 2024.

Three of the Hutchins Center at Brookings’s key initiatives include:
- Hutchins Center Fiscal Impact Measure (FIM)
The Hutchins Center Fiscal Impact Measure shows how much local, state, and federal tax and spending policy adds to or subtracts from overall economic growth and provides a near-term forecast of fiscal policies’ effects on economic activity. - The Fiscal Ship
The Fiscal Ship is an interactive game designed to help students and others understand the federal budget and the difficult trade-offs involved in putting it on a sustainable path.
- The Expanding Diversity in Economics (EDE) Program
The Hutchins Center has partnered with the University of Chicago Booth School of Business to support the Expanding Diversity in Economics (EDE) Program. The EDE Program is dedicated to promoting diversity and inclusion in the pool of students pursuing degrees and careers in economics. The Hutchins Center hosts a week of immersive programming in Washington, DC, where EDE participants gain exposure to a wide array of important economic policies, meet with policy leaders, and explore the critical role of research in shaping these policies.
David Wessel directs the Center, while Louise Sheiner serves as its policy director. Mr. Hutchins has been on Brookings’ board for nearly 20 years and is now co-chairman.
